The best place is R1CH's for d2 proxies. You can also google tons of places that sell sock5 proxies.

I finally caught R1CH online and now I am the proud owner of a bright shiney new proxy...

Now I just need to figure out if I can use it for mm.bot or if it is safe to use d2jsp for the inventory script for my mules(no botting).  Groan
