the "hot" ip, is when the ip is running fast and going up, which happens at most once a day and generally when u know its hot u cant get to it. the top ips you can find by going on mirc to the #useast-dclone channel and typing in -top. it will show you the top 3 in soj sells since the last pop. generally your best chance is to pay 8 sojs and join in the co-op held roughly each night from about 6-9. other than that idk what to say

go to here to find out hot ips. if your east type /join #useast-dclone if your west type /join #uswest-dclone and if your europe type /join #europe-dclone

The best way to find a hot ip is to make friends with the people in mirc's dclone channels. That's what I've learned anyway. Good luck with your hunting!
